Overview

– This module will analyze that all managed vessels besides their prudent operations, inspections, certifications, compliance with rules and regulations, etc finally they need big variety of different material and consumables, in order the shipping company to achieve their effective management and economic operation.

– The students shall become familiar with the full packages of material and consumables, as to be ordered by the shore staff members, in accordance with specified procedures and working instructions, within the range of agreed budgets and in full compliance with the schedule plans for prompt deliveries to ensure the full operability and best earnings from each managed vessel.

– Particular focus to be ensured to the respective procedures, tasks and responsibilities for all the procurement activities, as shared between the Technical Department and the Supply / Purchasing Department, by considering that Technical Dept shall cover those purchase orders needing technical expertise, whilst Supply / Purchasing Dept shall place remaining but numerous ones , as per standard specs / qualities, covering also the prompt forwarding of all ordered materials to selected / convenient ports.

– The students will become familiar with the whole process and working instructions for the different purchasing activities, their different types, priorities, forwardings and respective inventory controls, which all are related directly with:

  • Annual budget estimates, their approvals and necessary cost control
  • Authorization Matrix of involved staff for the vendors’ approvals and orders placing.
  • Requisitions from the managed vessels and sending request for quotations to proper vendors.
  • Monitoring and checking of different consumptions of material and consumables.
  • Compliance with materials specifications and proper quality standards.
  • Checking of incoming goods by onboard staff and feedback information to the shipping company.
  • Vendors’ payments and assessment of their performances.

– The scope of this module is to train globally all the candidate staff members, who plan to be occupied in Technical Dept and Supply / Purchasing Dept of shipping company, (to be engaged in different purchasing activities), in order all orders to be completed successfully, without delays, within the approved budget levels and with prompt deliveries at convenient ports and in full cooperation with the onboard seamen.

Meet the Instructor

Experienced Lecturer for training courses with a demonstrated history of working in the maritime industry (42 full years with direct involvement for design, supervision & deliveries of over 90 ships / various types & sizes). Strong experience in 12 Shipyards / 6 different countries (for both new-buildings & repairs / dry dockings). Further experience in Ship Management, Quality, Health, Safety, and Environment (QHSE) management systems plus in current development of series of technical training courses. Graduated from National Technical University of Athens.

Module Aims:

The module aims to

  • Assist students to understand completely the activities of a Marine Technical function for the fleet technical management, but also to obtain clear integration of the management of vessels’ procurement of a range of essential goods and services, in accordance with specifications and requirements.
  • Provide students with awareness of how all technical staff comply with their respective duties / responsibilities / tasks and also how they coordinate and cooperate horizontally with relevant staff members of other depts of a shipping company.
  • Give a global view for the different technical guidance / instructions (given) to the managed vessels and also to understand the different procurement ways of purchasing / supply dept. with series of different materials to ensure unobstructed operation of the managed fleet.
  • Enable students to discover how the interference “office-vessel” should be covered by the triple set of essential requirements for being:
  • a) within proper schedule plan, b) in compliance with specific quality / spec, c) in accordance with the vessel’s annual budget (as already approved by Top Management, or Board of Directors (BoD).
  • Provide students with the ability to evaluate effective planning of vessel’s inspections (by company staff, Class, Flag, etc), how the various inspections results are recorded and also how the series of repairs / maintenance activities are planned, in compliance with a PMS (Preventive Maintenance System) or equivalent system.

Identify and critically appraise the operation and tasks of a Technical Function, and its resources, as well as of the other functions of a shipping company, with a clear technical pathway for career progression.

Analyse the interrelations of a Technical Function with other external Entities or Parties, such as: Class, Flag, P&I Club, H&M, Vetting inspectors, auditors, local agents, crewing agents, charterers, etc and to obtain clear views of how such cooperation is established / continue, on what fields and for the specific information as to be exchanged.

Evaluate and coordinate the interfaces of a technical function both internally and externally (including with the managed vessels).

Apply technical reference information and data and analyse data from previous repairs / damages / drydockings / conversions etc with the objectives to enhance knowledge management for significant problems and issues of Technical Management.

Select and critically apply effective communication and engagement principles, tools and techniques to effectively manage a technical function.

Develop personal effectiveness in terms of managing a marine technical function and reflect constructively on their own learning experience for future decision-making skills.

ASSESSMENT STRATEGY

Based on the Programme Specification, students are formally assessed through the submission of coursework. The forms of coursework depend on the characteristics of each module and may include the following types of assessments: case study, essay, report, dissertation, market analysis,project output, valuation, etc.

In addition each module incorporates multiple self-assessment tests. Self-assessment tests are not part of the formal assessment but completion is strongly encouraged as students will be able to monitor and evaluate their learning process and identify areas requiring improvement.
